Five states, and not the same thing in each one.
Being licensed somewhere and being able to write a particular kind of coverage there are two different things. Here is exactly what is available where, so you can tell in about ten seconds whether you are in the right place.
Connecticut, New Jersey and Pennsylvania — everything
In these three, every line is available: marketplace health plans for individuals and families, Medicare, small-group coverage for employers, life and final expense, retirement, dental and vision, and accident or hospital indemnity. Each state runs its own marketplace with its own deadlines, which is why each one has its own page.
Massachusetts and South Carolina — Medicare, employer plans and the extras
In these two, what is available is Medicare, small-group coverage for employers, dental and vision, and accident or hospital indemnity. That covers most of what people ask about at 65 or as an employer.
What is not available in Massachusetts or South Carolina is individual and family marketplace health, life insurance and retirement. If that is what you need, the honest answer is that someone licensed in your state should write it, and saying so now saves you a conversation that goes nowhere.
Anywhere else
If you are outside those five states, nothing here can be written for you, and no amount of paperwork changes that — insurance licenses are issued state by state. What can still happen is a straight answer to your question and a pointer toward the right kind of help where you live. That costs you nothing and takes one message.
The same is true if you are moving. A move across a state line is a life event that opens a special enrollment window, and knowing that before you go is worth more than finding out afterwards.
Two things that are true in all five
It costs you nothing either way — the carrier pays the commission, and the plan is the same price whether you enroll on your own or with help. And all of it happens in English or Spanish, start to finish, including the calls to the carrier and the paperwork.
Not sure your state is the problem?
Say where you are and what you are trying to sort out. You get told plainly whether this is the right place, including when it is not.
